If you live in a home, you will note that whether you like it or not, you have to clean it and arrange or re-arrange things now and then. A PC is no different. As long as you use it for different tasks, including the internet, it accumulates junk and also gets files getting scattered around the hard drive, which contribute with time to slowing it down.

Alternatives
There are quite a number of FREE alternatives, though I just noted Ccleaner has an inbuilt registry cleaner, which this one does not have, but a separate one (Wise Registry Cleaner) . On the other hand, Wise Disk Cleaner has an inbuilt Disk Defrag(mentation tool), which Ccleaner does not have. So you have to make compromises. The good thing is there are good free versions of all these tools, like Autologics Disk Defrag or “Defraggler” from the makers of Ccleaner.
